The story behind PoliSpect

PoliSpect is an independent policy research and evaluation consultancy based in Vilnius, Lithuania.

Founded in 2026, PoliSpect is built on a simple premise: policy decisions deserve better evidence — and evidence deserves to be understood in context and perspective.

I’m Gintaras Martinaitis, founder of PoliSpect.

With over 12 years of experience in applied public policy research and evaluation, I have worked on complex, multi-country studies across all EU Member States and beyond, spanning areas such as public governance, cohesion policy, research and innovation, education, culture, and migration.

I previously served as Research Manager at PPMI, where I led international research and evaluation work end-to-end — from methodology and data collection through to reporting and stakeholder engagement.

Since 2023, I have continued this work independently as an expert and evaluator, including roles focused on capitalisation and knowledge transfer for EU-funded reform projects.

I believe effective policy requires more than data: it requires understanding context, stakeholders, and political realities. PoliSpect bridges rigorous research with real-world implementation by delivering evidence-informed policy perspectives.
